Get a user information from an organization by name - if there is explicit permission return it, if not if not return highest implicit permission

- `user_name` string, required

  - `display_name` string, required: The full name of the user. Might for example be first and last name
  - `joined_at` string, required: The date when the user joined the organization
  - `name` string, required: The unique name that is used to identify the user.
  - `role` string, required: The role the user has within the organization
