Updates JSON Error Response Template for the specified API Proxy

  - `deployTargetEnvironmentNameList` string[]: List of environment names to deploy to (required when deploy=true)
  - `jsonErrorResponseTemplate` ApiOpsJsonErrorTemplatePatchDTO: Partial update body for the JSON error response template. Every field is optional; an omitted (or null) field keeps the stored value.
