Updates gRPC routing settings for the specified API Proxy

    - `channelIdleTimeout` integer: Channel idle timeout in seconds. Omitted = unchanged.
    - `perRpcBufferLimit` integer: Per-RPC buffer limit in bytes, used for retry and hedging buffering. Omitted = unchanged.
