`DELETE /core/handoff/connections/{connection_id}`

Delete a handoff connection.

Live handoffs keep working: ``conversation_handoffs.connection_id`` is
``ON DELETE SET NULL``, so an in-flight relay degrades to "cannot deliver"
rather than losing the conversation.
