Per-metric compliance aggregate for the analytics overview.

Server-side via the ``evaluation_metric_summary`` RPC (SECURITY INVOKER →
org-scoped by RLS), so it is exact over the full dataset — no client-side
2,000-verdict truncation — and filterable by evaluation / assessor / date.
