`GET /core/calibration-sets/{set_id}/disagreements`

The disagreement queue (FR-E4): every split (criterion, conversation)
with each rater's verdict, contested flag, and clustered-vs-idiosyncratic
hint. Each resolves to a rubric fix or a grader error.
