The same dependency-risk answer for an entity by id.

"The same" is load-bearing, so this goes through
risk_batch.with_status_and_triage() exactly as /v1/risk's default does
(#325(a)) -- otherwise this would be the one risk surface left without
`status` and `triage`, and the sentence above would be false.
