# List expiration and accuracy reports

`GET /api/v1/flags`

## Request

With record_id, returns the append-only report history for one catalog record. Without record_id, returns records with open review signals. Reports never remove or alter catalog records.

- `record_type` 'trial' | 'entitlement'
- `limit` integer

## Response `200`

Report history or the open review queue

## Other responses

- `400`: Invalid filter
- `404`: Catalog record not found
- `503`: Ledger unavailable
