`GET /api/v1/admin/users/{id}`

Everything that decides what this account can do right now, on one response. Credential material is never projected: no password hash, no TOTP secret or backup codes, no API key hash, no session token. A linked sign-in provider shows its name and when it was linked, nothing else. `user.version` is the expected-version token for the actions endpoint.
