`GET /licenses`

This returns licenses based on the specified filter

## Query parameters

- `filter` string
- `exact` 0 | 1
- `add` string, date

- `offset` integer

- `sort` string

## Response `200`

License list

- LicensesResponse
  - `total_count` integer, required
  - `md5` string, required

## Other responses
