`GET /api/publisher/{publisher_id}/portfolios/public`

Get list of portfolios for a publisher (public-safe data only, no PII).

Returns max 2 portfolios:
- Paper Trading: All signals with portfolio_id='paper' or NULL
- Verified: All signals with portfolio_id='verified' (combined from all linked brokerage accounts)
