Frozen aggregate benchmark summary over a standard rule universe.

The standard envelope is signed when a platform key is configured and has
an explicit unsigned fallback otherwise. The shipped aggregate summary was
derived offline from an internal run and contains no winning recipes. Its
computation is deterministic only given the exact unpublished inputs; the
response is not independently byte-reproducible. It is labelled benchmark,
not user history.
