Machine self-disclosure of the tool surface.

ONE fetch for the numbers everything else keeps re-deriving by hand:
tool counts (split by the storefront price convention), the graded
stage chain in trial order, the survival-map attack set and the
failure-register size -- computed from the same objects the platform
runs on, never from a second hand-maintained list. Its standard envelope
is signed when a platform key is configured and has an explicit unsigned
fallback otherwise.
