Soft-delete a route and deactivate its legs.

The parent is soft-deleted (same contract as alerts: history is kept for
the value digest) while the legs are hard-deactivated so the scheduler
stops polling their zones immediately — a soft-deleted route must not keep
consuming poll budget.
