`POST /admin/users/{user_id}/delete`

Permanently delete a user and all related data.

Cascades remove alerts, alert_matches, subscriptions, devices, feedback,
and feedback_votes via FK ON DELETE CASCADE. Firebase Auth must be
cleaned up separately. Requires the admin to retype the user's email
as a typo guard.
