`POST /admin/alerts/{alert_id}/boost`

Activate an admin scan-boost on a single alert.

Internal lever (not user-facing): drops the alert's poll cadence to
``interval_seconds`` (clamped 30–45s) until ``until`` (end of that UTC day).
Rejected unless every provider the alert touches is boost-eligible
(``Platform.allows_scan_boost`` — GoingToCamp + Recreation.gov only).
