Generate a signed URL for uploading a UPC file directly to S3

## Request body

- GenerateUploadUrlRequest: Request model for generating a signed URL for direct uploads to S3.
  - `file_name` string, required: The name of the file to upload (including extension)
  - `content_type` string, required: The MIME type of the file (e.g., text/csv for CSV files)

## Response `200`

Signed URL generated successfully

- GenerateUploadUrlResponse: Response model for the generate_upload_url endpoint.
  - `signed_url` string, required: The signed URL to use for direct upload to S3
  - `s3_key` string, required: The S3 key where the file will be uploaded
  - `expires_in_seconds` integer, required: The number of seconds until the signed URL expires
