Deterministic ORSA readiness arithmetic over caller-declared synthetic inputs, checked against the duties inserted into Solvency II by Directive (EU) 2025/2: the two long-term climate scenarios of Article 45a(2) and the liquidity risk management plan of Article 144a(2). Computes scenarios_missing as the declared required set minus the declared run set, liquidity_plan as DOCUMENTED or MISSING, and an overall READY or NOT_READY verdict. No undertaking, no scenario engine, no supervisor, no network, no clock.
