Deterministic roll-up arithmetic over a caller-declared internal-model inventory: counts by declared status (submitted, approved, rejected), lists pending ids in declared order, ages each pending submission in whole calendar days from its declared submitted date to the declared as_of date, and issues an overall verdict under a named 180-day aging rule (TRACKING_EMPTY, TRACKING_AGED, TRACKING_CURRENT). No register, no network, no clock.
