Open/closed roll-up over a caller-declared set of regulatory consultations against a declared as-of date: open count, closed-unresponded count, the ids of missed closes, whole days to the next unresponded close, and an overall verdict (ATTENTION_REQUIRED / ON_TRACK / ALL_RESPONDED). Declared-date discipline: as_of is your declared date, never a clock; it does not read any register, portal, feed, or calendar, and responded is your declaration, never a check. Absent or invalid inputs fail closed and are named. No network, no storage, no clock.
