Composes a hash-chained, Merkle-rooted APP-fraud reimbursement claim-evidence pack: VoP/CoP session receipts, customer-comms attestations, and a gross-negligence / standard-of-caution assessment, run through two built-in checklist definitions (UK PSR SD20; EU IPR VoP-failure liability with the PSD3/PSR-EU track flagged as forthcoming). Reuses the CHECKRUN-1 checklist/SOP runner pattern. Evidence composer, not an adjudicator: does not determine liability or negligence, not legal advice.
