Return one entity to label for a vote_type='binary' ranking.

Used by the single-card frontend view. Picks the entity with the
fewest labels so far so coverage grows uniformly across the set —
the active-learning equivalent for binary mode is "label the
least-labelled item next." Ties broken by created_at so creators
see their newest entities surface as labelling progresses.
