Add GCP Artifact Registry to Aikido to scan

## Request body

- object
  - `project_id` string, required: The project id of the GCP project
  - `service_account_key` string, required: The service account key of the GCP project. This is the stringified JSON value of the access key.

## Response `200`

The GCP Artifact Registry has been added to aikido.

  - `registry_id` integer: The id of the newly added container registry in aikido
