`GET /api/storage/temp`

## Request

List caller's temp uploads for the resolved (project_id, dna_user_id) storage row.

## Query parameters

- `include_expired` boolean: If true, include expired temp rows (still in blob until cleanup).
- `project_id` integer, nullable
- `scope` 'user' | 'project': user = member row (P, caller); project = project row (P, 0).
