Bundled first-session payload for Local-First clients (v1: chat index + empty thread slots).

``threads`` is always ``[]`` — do **not** treat it as the inbox. Inbox SoT is
``GET /api/social/chat/index``. Thread bodies are filled client-side via
``GET /dm/thread`` / ``GET /chat/history``.
