`POST /api/logic/rules/upsert`

## Request

Create or update a logic rule keyed by stable ``rule_id`` (``external_rule_key``).

CardGame templates and deploy scripts send ``steps`` instead of ``space``;
saga/auth/compensate/metadata are stored in ``editor_metadata``.
