List logic for project

Logic is stored in data_projects_8dna.data.logic

✅ CRITICAL: Uses X-Project-ID header if provided, otherwise uses project_id from token

## Query parameters

- `enabled` boolean, nullable: Filter by enabled status
- `limit` integer
- `offset` integer

## Headers

- `If-None-Match` string, nullable
