`POST /api/fabric/ops/notification-digest/enqueue`

Cron/ops trigger: enqueue digest jobs for recipients with unread Fabric in_app rows (B66c).

  - `project_id` integer, required: Project whose unread Fabric inbox to scan
  - `window_hours` integer: Lookback for unread rows
  - `recipient_user_id` integer, nullable: When set, enqueue digest for this user only
