`POST /consumer/artifact-activations/{sourceId}/forward`

Requires the actual owner's unrestricted personal write bearer or exact first-party agent-use-web bearer, including reads. Select one existing legacy file explicitly. No bulk adoption or independent taskless creation. Default-off rollout gating applies to starting a request; an existing exact request remains recoverable. Import is a one-way boundary: after import, resume forward/activate rather than cancellation. No source content writer fallback. Requires the exact complete canonical import receipt; permanently fences the old writer.
