`GET /v1/reports/history/records`

Supply projectId and selection in the query, with optional cursor, numeric limit and format. format=csv requires exports:create in addition to watches:read and events:read. The response stays JSON with page records and a csv string; it is not a raw CSV response or a complete multi-page export.

- `cursor` string: Opaque list cursor; omit initially.
- `limit` integer: Page/report row cap; see bounds.
- `format` 'json' | 'csv'

- `429`: Request-rate or usage refusal. Inspect error.code and recovery details before retrying.
