`POST /v1/commands/get_notification_preferences`

  - `suppressedReason` string, nullable, required: Provider bounce, complaint or suppression reason that stopped delivery; null when the recipient is deliverable.
  - `nextAt` string, nullable, required: UTC timestamp of the next scheduled summary; null while notifications are disabled.
  - `deliveryAvailable` boolean, required: True only when this environment has email delivery configured; saved preferences never imply delivery.

## Other responses

- `429`: Request-rate or usage refusal. Inspect error.code and recovery details before retrying.
- `default`: Error envelope. Non-configuration 5xx messages are masked and details omitted; allowlisted configuration errors retain static operator recovery.
