Human owner/admin session. With browse omitted, returns keys and grants metadata (at most 100 each) plus pendingClientsStatus and up to 10 verified OAuth client observations. An unavailable pending-client result does not establish that no client requested access. With browse=true, choose list=keys or grants for a server-sorted saved-row page, default limit 25 and maximum 100, with credential-bound cursor, total and page metadata. Neither response returns stored credential secrets.

## Other responses

- `429`: Request-rate or usage refusal. Inspect error.code and recovery details before retrying.
- `default`: Error envelope. Non-configuration 5xx messages are masked and details omitted; allowlisted configuration errors retain static operator recovery.
