Capture an email + store URL pair for future readiness-change notifications.

No authentication required. Rate limited to 3 requests/minute/IP.

## Other responses

- `400`: Invalid JSON body.
- `409`: Email + URL pair already registered.
- `422`: Validation failed.

- `500`: Notification subscription failed.
