`{ name, type: "confidential" | "public" | "verify_only", redirect_uris?, allowed_scopes?, subject_type?: "pairwise" | "public", homepage_url? }` → `201 { client, client_secret }` (the secret only for confidential apps, shown once).

Permission: `identity:manage`.
