Behavioral sandbox health over a window. Admin only.

Runs, exercised servers, findings, canary leaks, slot rejections (runs turned
away because every sandbox slot was busy), killed runs, cache hit rate,
durations, start-reason and finding-rule breakdowns, a per-day series, and a
``scaling_hint`` ('add capacity' | 'watch memory' | 'ok'). One Redis MGET.
