`POST /api/v1/account/private-report/{owner}/{repo}/publish`

## Request

Owner opt-in: publish a connected private repo's stored grade to the public
catalog + search. Unlike the one-time /private-scan/publish (which re-scans
with a token), this publishes the ALREADY-STORED App scan result — no token
needed. Makes the repo's grade + name public; the owner's explicit choice.
