Return the platform JWKS (RFC 7517) for attestation verification.

Includes the dedicated Trust Score v2 key when one is configured; otherwise
v2 envelopes are signed with (and verify against) the platform key already
published here. Includes the ES256 catalog key (kid ``catalog-es256-v1``,
signs /.well-known/ai-catalog.json) iff CATALOG_SIGNING_KEY_P256 is set.
