    - `key` 'not_relevant' | 'wrong_voice' | 'wrong_angle' | 'wrong_timing' | 'low_quality' | 'duplicate' | 'other', required: Why the move was dismissed. Closed vocabulary; unknown keys are ignored by the learning loop.
    - `note` string, nullable: Optional free-text detail alongside key.

## Response `200`

Skipped (idempotent on repeat).

## Other responses

- `401`: Missing, invalid or revoked API key.
- `403`: The key does not carry the scope this endpoint requires.
- `404`: Not found.
- `409`: Already shipped or otherwise resolved.
- `429`: Per-key rate limit exceeded. Honour Retry-After.
