  BILLING.SUBSCRIPTION.ACTIVATED  -> promote user tier
  BILLING.SUBSCRIPTION.CANCELLED  -> downgrade to free
  PAYMENT.CAPTURE.COMPLETED       -> flip dataset purchase to captured
                                     (in case the return-URL leg didn't)

Idempotent via ``payment_webhook_events`` (provider, event_id).
