`GET /api/v1/observations/timeseries/{indicator_id}/{country_code}`

- `end_year` integer: Defaults to current year + 5 so IMF WEO forecasts are included
- `transform` string, nullable: Transform: pct_change, yoy, per_capita, per_gdp, moving_avg_3, moving_avg_5, indexed
- `base_year` integer, nullable: Base year for indexed transform
