`POST /api/v1/contact`

## Request

Persist a public contact-form message + notify the matching inbox.

Topic discriminator routes the email to support@ / billing@ / etc.
so we don't need separate endpoints per team. All submissions land
in the ``contact_requests`` table tagged
``kind='contact:<topic>'`` for admin review.
