Persist a "please add this dataset" request.

Rather than lumping into ``contact_requests`` with kind='contact:*',
we tag it kind='data_request' + serialize the structured fields into
``extra`` so the admin queue can render them in a table. Fulfillment
tracking (status, assignee) is a later add.

## Request body

- DataRequestBody: Public "we're missing this data" form. Structured so admin can triage a queue of requests by country / indicator / sector rather than reading free-text messages. The fields mirror the search filters on the observations UI so a submitted request maps cleanly to what a fulfiller would look for.
