## Request

Search openAFRICA packages and normalize their distributions.

Serves from the local mirror first (postgres if durable, else the
in-process cache). Falls back to a live open.africa search. If the
live call also fails, we return an empty page tagged with the
reason rather than 500-ing the whole endpoint — the UI can then
show a "sources temporarily unavailable" state instead of a crash.
