One-stop health surface for the ingest + read pipeline.

Aggregates: ClickHouse migration state, per-source circuit-breaker
state (WB timeseries + compare, plus any connector breakers), and
reachability of the analytics stores. This is what on-call watches

ssh'ing into a container.
