Count one public page view. Always 204, whatever happens.

The browser sends this as a no-cors text/plain POST without cookies and
never reads the answer, so there is nothing useful to tell it. A hit that
fails a check is dropped quietly; a database error is logged and dropped,
never surfaced to a reader's page.
