The four auto-refreshing Overview cards.

Polled every ``refresh_seconds`` by the page. Reads stored rows only —
no provider is called here; the daily tick is what refreshes the rows —
so a poll costs a handful of indexed queries. Every card states whether
its number was measured; the page shows that state, never a fake zero.
