`GET /api/admin/overview`

## Request

Aggregate the tenant's admin snapshot: connector health, usage vs cap,
billing state, and the Advisor-mode flag. Admin-only; tenant-scoped reads
run under the RLS GUC. Never returns a secret_ref.
