`GET /oauth/google-ads/authorize`

Start the Google Ads OAuth flow. Returns a redirect to Google's consent screen.

`return_to` is an optional same-origin path that the callback will redirect
to on success/failure instead of the default /dashboard/connections. Used
by onboarding Step 4 to keep the user inside the 5-step flow.
