Proxy to billing-service /entitlements.

Returns the full tier→strategies + tier→personalities allow-list map.
Public endpoint (in PUBLIC_PREFIXES via /api/v1/plans is already public;
we add /api/v1/entitlements separately). Used by the SPA marketplace and
onboarding walkthrough to render tier locks.
