`GET /follows`

## Request

The signed-in user's followed topics (`follows`, each with a `follow_id`), with their targets, delivery
and match counts, active first, and for phrase follows `phrase` with the plain `description` Scout matches
by. Check this before offering to follow something, to avoid duplicates.
